Why is libinput-record not in libinput-tools?

I got a new laptop and there are some keys not working, so I'd like to file some bug reports. Libinput generally requires logged key events using "libinput record". From what I've found out, this tool should be in the package "libinput-tools" and it does so in the Debian one [1], but for Ubuntu 18.04 it's missing [2].

Is there a specific reason that it's not present? And what is the best-practice to obtain it then. Compiling libinput sounds a bit risky.

libinput-record was added in version 1.11 of libinput-tools.

The version in Ubuntu bionic, however, is only 1.10.4

There are PPAs with a higher version, e.g. https://launchpad.net/~timo-jyrinki/+archive/ubuntu/libinput
