Add launcher

I'm not able to add a launcher by any method: right click item entry in menu does not give option to add launcher to panel and dragging, drag menu item to panel does not do anything, right click on panel does not give add to panel option. I'm not sure if this has only started after upgrade from hardy to intrepid or after upgrade from intrepid to jaunty. Help!

I checked with gconf-editor and found that I had previously erroneously set apps-panel-global-locked_down as checked. I unchecked it and everything OK.
