Is there another server to Download from ?

Seems the Ubuntu Server is WAY over loaded can't get over 350 KBPS download Speeds . . Even tried my phone same speeds LMAO I got those kinda speed way back when dial up was used for internet on my 512 kbps modem . .I am on what is normally a 6 Megs per second line ( MBPS ) and sitting here getting under 400 KBPS . .

I assume you mean package updates. You just said "is there another server I can download from" which means nearly nothing.

350 kilobytes per second (350 KBPS) will never be achieved on a 512 kilobits (512 kbps) modem. The maximum speed for a 512 kbps modem is about 64 KBPS including headers and footers. The case matters when stating speeds. You can't get that sort of speed down such a slow pipe. It's impossible.

Which server and download are you talking about?

If you are talking about Ubuntu package repositories, there is a list of available servers https://launchpad.net/ubuntu/+archivemirrors

The server speeds range from 128 kbps to 20 Gbps

You should select a server in your vicinity that has good speed and recent updates.
