MediaWiki does no longer start after upgrade to Ubuntu 19.10

MediaWiki 1.31.1 is installed and worked on localhost under Ubuntu 19.04. After upgrade to Ubuntu 19.10 all the pages I have links to are completely blank.
I suppose the upgrade has changed something in the configuration. But I am completely lost where to start searching.

If you run through a setup process and check the configuration files then you can check the settings in the service
