why has eoan 19.10 a frozen state?

Hi,

for better understanding, i just want to ask why the eoan series are having a frozen status and not "in development" or something else.

Would be nice to hear from you related to this question.

A few days before publishing date each new Ubuntu release goes into "pre-release freeze" status.
This is something like "no more development, but not yet published"
