Micro SD only visible on Disk, not Desktop or Files.
Had to format Micro SD card for dash-cam. Did the long formatting. When I put card into computer, nothing happens. Usually this brings up an icon on the Desktop or in Files. The only place I can find the card is in Disks. I need to update the camera using the card. This happens on both Ubuntu 16.04 and 18.04.

Try the following:
With the card removed issue the command
dmesg | tail
Note down the time code of the last line
Insert the SD card, wait half a minute, and then repeat
dmesg | tail
Which lines have been added since the first execution?

Is this the SD Card (~32GB)?
This card is not formatted for use.
There is a partition table defined, and an extended partition has been created (which is just a container for other partitions), but no partition for data is formatted.
Use the disk management program to create a data partition and format it with the appropriate file system. Which file systems can your dash-cam handle?
Eventually you can insert it into the camera and do the formatting there.

Yep there is no partition or file system to use, so it won't show up. I suggest you check the manufacturer documentation to see what file system should be used. Probably FAT32.
