DNS keeps picking up my local servers

To start, I rarely build Linux servers. I just stood up and 1804 LTS server for a test. The plan is to install BIND to set up an off domain DNS server. I have set a static IP and declared DNS (BTW, love the surprise of having to learn Netplan) and yet when I query, it shows the 2 Google DNSs I declared and postpended with my 2 internal DNS servers. I see in resolv.conf that it continues to point to my domain for search even after manually removing it and declaring search in my Netplan yaml. Every time I reapply Netplan, it adds my domain back in. I just need to lose any references my DNS servers and my domain, as the point of the server is to be completely separate for this test. I can't have my internal server resolving anything for it; it must be an island. Please any help is greatly appreciated.
