sudo apt-get install openoffice.org

You can view them with Impress.

files with pps extention are microsoft power point slide shows.
I recommend you to install Open Office 3.
It is assured that impress can open all MS power point extentions.
but there are some pps with passwords or confusing protections.

Its better if you make sure that the file is downloaded correctly and it can be opened on an another machine.

Saving a file onto a hard-drive or usb stick sometimes helps if you're having trouble . There was some file extension around like this that's really locked in to some proprietary stuff but i can't remember which one. I think ishanaba & actionparsnip are right, that this is a presentation file.
Good luck and regards from
Tom :)
