Cannot turn off monitor without locking screen

I'm currently using Ubuntu 19.04 and I somehow cannot just turn off the monitor of my laptop. Whenever I press Fn+F7 which is the combine key to turn off monitor, it turns off AND the screen get locked so I must type password to turn on my screen every time even if it's only 1 second after the screen is off. I already disabled all the check in 'privacy -> screen' lock but the problem stays. If my memory serves me right, in the previous version of ubuntu, when I press Fn+F7, it turns down the light to the very minimum, the desktop stays the same. Is there anyway to convert back to the old behavior?
