Severe graphic glitches when typing into the terminal

Laptop Model: m-book f556bn-s2
Attached Monitor: Dell Inc. 24" (HDMI)

I am experiencing severe graphic glitches on my new laptop that behave differently depending on the setup:

With monitor attached via HDMI: Mostly normal, but when typing any letter into the terminal I experience horizontally partitioned tiles flickering wildly over the screen in high frequency. The glitches disappear immediately when I move the mouse. The glitches also occur shortly during the booting process when the ubuntu logo is shown and also during the shutdown process after switching to terminal mode. When working with the browser or other GUI application I do not experience any glitches.

With monitor detached: The laptop monitor shows permanent glitches resulting in black areas in the lower half of the monitor flickering from bottom to the top. The glitches do not disappear when typing or moving the mouse.

With lid closed: Similar glitches as in the first cases but there seems to be only one tile flickering horizontally over the screen. The glitches disappear for a short moment when typing into the terminal.

I tried the newest Ubuntu 19.04 as well as the Ubuntu 18.04.3 LTS.

With the second screen attached, I can use most applications normally. Only when typing into the terminal the glitches immediately occur. With closed lid or without second monitor attached, there are constant glitches as described above.

I also found out, that the glitches only happen, when the mouse is on the terminal. When the mouse is somewhere else, I can work normally with the terminal.

I also found out that when starting with nomodeset or i915.modeset=0 no gliches happen anymore. However, I also cannot add a second monitor in this mode and the primary monitor is also only detected as "unknown device"

I also tried out other distributions. Fedora reacts very similar to ubuntu in all cobcerns. When I tried to install arch, the gliches started right when I entered the login screen of the live system (even without monitor attached)

If this glitch is seen on different operating systems, then this is not an Ubuntu problem, and probably cannot be solved in Ubuntu.

Can you rule out a hardware problem?

The Graphics card is certified Ubuntu hardware (Intel UHD Graphics 620) but due to the systematic behavior when the glitch occurs (when typing into terminal with mouse cursor is hovered over the terminal) and disappears again (when moving the mouse) it is definitely related to the driver. So the problem might be that the driver requests a certain task from the Graphics Card and the graphics card starts glitching as a respond to that request. However I am not a hardware expert and I have no idea how to verify that.

Can anyone think of a good test to rule out a hardware problem? Or has another good argument why this could be hardware problem?
