Sync Two Ubuntu 18.04.3 Disks

I am installing a new SSD. I have Ubuntu 18.04.3 on /dev/sda and /dev/sdb. sda is the SSD, a new installation. I want to sync it with sdb, the disk I was booting prior to today.

Both are up-to-date as far as apt is concerned.

I am thinking of using rsync for /boot, /home, and /. I seem to remember that rsync will not cross file system boundaries. Is this likely to work? What problems can I expect. A few years ago, I experienced difficulties using this.

Another option is dump/restore. A few years ago, I experienced difficulties using this.

Any other options?
