TCP Wrappers has a bug? please confirm

I have a file /etc/hosts.allow like this
ALL: demo.sn.mynetname.net
ALL: LOCAL
sshd: ALL: DENY

there is no hosts.deny

but it fails to let me in, and
tcpdmatch sshd demo.sn.mynetname.net FAILS
tcpdmatch sshd IP.ADD.RE.SS (that matches back to my domain) also FAILS

this is bad because there is no maintainer of the package is listed in
man tcpdmatch
and the author Wietse Venema (<email address hidden>) does not respond.

This is a bug because tcpdmatch should grant access to any domain listed in hosts.allow.
Any idea how to proceed?
Should I file a bug here?
