Upgrade kernel Ubuntu 18.04 from 4.18.0.18 to 4.18.0.25

Hello!
Ubuntu 18.04
After upgrade kernel 4.18.0.18 to 4.18.0.25 receive an error when trying install or upgrade
"Update-rc.d: warning: start and stop actions are no longer supported; falling back to defaults
Failed to reload daemon: Failed to activate service 'org.freedesktop.systemd1': timed out"

What the problem is it?

If you boot an older kernel is it OK?

Nope, it provides some errors with profile and etc.

After reinstall OS and upgrade again after some hard ways it's back to normal

And now i sit on this kernel but sometimes receive this "Update-rc.d: warning: start and stop actions are no longer supported; falling back to defaults"

The message "Update-rc.d: warning: start and stop actions are no longer supported; falling back to defaults" can safely be ignored. Apparently there are still some remainders from the upstart to systemd transition in some of the programs installed on your system, but this will not do any harm.

Only if you see something like "Failed to reload daemon: Failed to activate service 'org.freedesktop.systemd1': timed out" then there is something broken.
