A quick search shows only armhf (for ARMv7, e.g. Pi 2 B) versions of the package libraspberrypi-bin-nonfree in Ubuntu PPAs, and none for arm64 (for ARMv8 e.g. Pi 3).

What device and oprating system are you running, and are you sure that you are following instructions for the right versions?

Yes, maybe I have v7, but ubuntu for v8

For diagnostic purposes, what is the output of the following commands

uname -a
lsb_release -crid
lscpu
dpkg --print-architecture
dpkg --print-foreign-architectures

According to https://askubuntu.com/questions/928249/how-to-run-armhf-executables-on-an-arm64-system some CPu families are capable to run 32 and 64 bit instructions, and some aren't.
