Installing issue on Ub 18.04

HI,

I am using ub 18.04

when i perform repo installation i am been prompted teh following

I have the following questions

1. why is this prompted ?
2. is this prompted only for 18.04 or does it happen on 16.04 as well as 19.04 ?
3. how to fix this ?

is this prompted only for 18.04 or does it happen on 16.04 as well as 19.04:
There is a related question https://unix.stackexchange.com/q/146283 dating back to the year 2014. This let me assume, that this question sometimes was asked also on older releases than Ubuntu 18.04, and most probably ist there also on all other Ubuntu releases including 19.04

why is this prompted:
If you are running a server that should be available 24/7, then you have to decide what to do when installing updates. You can either postpone restarting the services that use certain updated libraries (with the consequence that the updates are not completely installed), or you can restart the services (with the consequence of a short interruption). The package management system cannot know what choice you have to take in your situation with your system and asks what to do.

how to fix this:
There is nothing to fix. Just answer yes or no, with the consequences as described above.

Don't you do scheduled patching when the impact is least and agreed upon by customers and so on....? I'd never just randomly update a server in any OS without agreed scheduling or a change request if the update resolves an issue....
