I am new to linux mint and ubntu i have both what is the best way to learn how to use them i appreciate you time

Welcome to ubuntu.

You may not realize it, but your question is very broad and has no exact answer.
However;
In general I can offer that one learns by doing. Use the system and as you have questions there are tons of documentation. The trick is to learn what is outdated !
Keep in mind "this aint't Windows"; whatever you may know about the Window's way does not apply specifically in linux. This is a different file system and a different way of looking at a operating system and the manner in which it is used.

And .... you only get out of something what you put into it. Here there is a learning curve that only time and effort will get you anywhere significant.
