19.04 mouse double clicks on single click

Since migrating from 18.04 to 19.04 I have a recurring and extremely annoying problem that single mouse clicks are treated as double clicks. I conclude that something has changed in the mouse driver to the timing which is used to distinguish between single and double clicks. Every switch in every input device has the fundamental property that it will take a fraction of a second to come to rest when pressed, during which period the state may oscillate between closed and opened. This is called "bounce". The mouse driver must therefore have two time limits, the shortest time that is considered a double click, rather than a single click, and the longest time that is considered a double click rather than two separate single clicks. My logitech wire mouse is only a few months old and had been working consistently on 18.04, but since migrating to 19.04 about 70% of the time the system incorrectly interprets what I intend as a single click as a double click, which drives the UI., and me, crazy. I need to be able to increase the minimum time, but every post I can find about this says that there is no way to do this.

Again this is a relatively new high-quality name brand mouse which worked on 18.04 and works on M$ Windoze. How do I fix this problem in Ubuntu 19.04?

This is URGENT. Ubuntu 19.04 is unusable with this problem.
