Looking for L2TP VPN server

I tried StrongSwan L2TP, unfortunately, it doesn't work for me because I need the VPN to connect without a pre-shared key since my router does not support L2TP with pre-shared key. Is there any L2TP software (preferably an easy installer), which allows clients to connect without a pre-shared key?
