If the download is bad then redownload. This is why MD5 testing and so forth exists. If you use the torrent file instead then the protocol adds error checking for you

The link for metasploit in your package management system is nonsense. It refers to "lucid" which is the name for Ubuntu 10.04, but you are running Ubuntu 18.04. This simply does not fit to your current system.

I do not fully understanmd your problem. Where do you see a wrong sha256 hash?
Which file was tested, what was the sha265 value for that file, and what do you think that it should have been the correct value?

Lucid is dead and installing packages from Lucid in Bionic is not advised.
Other than that I can't see an issue

If you actually visit
http://downloads.metasploit.com/data/releases/metasploit-framework/apt

You will see the source doesn't support Bionic so is of absolutely no use to you. The latest release it supports is Wily (which is dead) or Trusty (which is supported but not for long).

Not all 3rd party sources support all releases of Ubuntu so its absolutely irrelevant what any searches say. The package source you added to your system doesn't support your system.

see https://wiki.ubuntu.com/Releases

wily is the name for Ubuntu 15.10, which is not supported any more. There is no reasonable way to use it any more.

If you need metasploit for Ubuntu bionic (18.04), then you should contact metasploit. Ubuntu cannot help with that problem.

Have you tried removing the metasploit entry from your configuration? Maybe this is causing the problems.

Your question #681241 on Ubuntu changed:
https://answers.launchpad.net/ubuntu/+question/681241

    Status: Open => Answered

Manfred Hampl proposed the following answer:
see https://wiki.ubuntu.com/Releases

wily is the name for Ubuntu 15.10, which is not supported any more.
There is no reasonable way to use it any more.

If you need metasploit for Ubuntu bionic (18.04), then you should
contact metasploit. Ubuntu cannot help with that problem.

Have you tried removing the metasploit entry from your configuration?
Maybe this is causing the problems.

The package management system ensures that the is no concurrent update (e.g. one process removing a package at the same time that another process installs a package depending on it).

It can happen that a process, which has set a lock on the package management System, aborts or stalls without releasing the lock.
Usually a reboot of the system will release all such lock flags.

Repeating my remark from above: Please do not reply with history!
