apparently can't file Ubuntu bug unless in Apport for crash but I'm on Fedora platform without crash

I had two problems recently involving updates to Ubuntu, so I wanted to report them. But I usually use my Fedora laptop and I am right now, my Ubuntu laptop being for when I need a spare, which is not often. On my Fedora laptop, I went into Launchpad for Ubuntu, logged in, found no method for starting an actual bug report, went through https://help.ubuntu.com/community/ReportingBugs today, and found "Complete the bug report filing process" where I learned that Apport is the vehicle you use and that it's for crashes. But I didn't have a crash. Maybe your server did, but I don't know that.

Possibly, my bugs would be considered as feature requests and for that you want me to join a mailing list. I'm a bit wary of that, having tried that somewhere, where I found it generated a couple of hundred emails a day. I'm not going through that.

Is there something else to try?

Apparently you did not read all parts of https://help.ubuntu.com/community/ReportingBugs
Apport is the preferred tool to use, because it cares for uploading all relevant information.

But there is also a chapter
https://help.ubuntu.com/community/ReportingBugs#Filing_bugs_manually_at_Launchpad.net
which may be what you are looking for.

Thanks for both answers. I had seen that at one time but when I went back over the process and came to the section Complete the Bug Report Filing Process I thought that was the end of what I could do and so I didn't see below that for the manual procedure. Perhaps there should be a reference to the manual procedure before we get to the step for completing the process.
