Ubuntu 18 ,19 doesn't launch

I have installed dual boot Ubuntu Desktop 18.04 - Win 10 on Asus Zenbook UX533FD (UX533FD -A8067R)
It was running somewhat fine after kernel update 5.0.0+ with occasional fail boot issues after Win 10 boots but I have overcome those.
Until one day it just stopped booting the result is after grub screen it just hangs.
Very seldom I've managed to boot Ubuntu 1 out of 30 attempts but that was it next time same fail.
Tried Ubuntu 19 as well same stuff it hangs even on installation after grub screen safe graphics or not again managed to install it with a lot of attempts. Reboot and fails the same way.
Succeed to reinstall 18.04 and it works even if kernel is updated. But if updates are installed from the update tool the result is fail boot again.
I have been using Ubuntu Desktop the last 6 years as work environment and it's critical for me to fix this issue.
How to escalate the issue as a probable bug?

Ubuntu 18.04 comes with kernel 4.15, not 5.anything

Does your hardware work OK with the 4.15 kernel?

It doesn't have sound with 4.15.
My research found out that 5.0.0 supports Whiskey Lake cpu.
So i7-8565U needs 5.0.0+ I guess.
It was working fine 2 months so my guess is that the recent base update messed something.

Although the same issues replicate in Disco Dingo without any update (safe graphics or not).
