Unresponsive on startup/log in not able to access menues

When i boot up and log in to my desktop pc, core I7 8700, 16gb ram, rtx 2070 running pop os (Ubunto 19.04) with a kde environment.
My system ram usage jumps to nearly 100% and maintains that usage. I am unable to access menus or move the mouse. It will occasionally drop down to about 70% but still is unresponsive. Also the swp is 4gb and is almost 100% used. I have tried to reboot by shutting down the pc manually and once was able to open the terminal and run the kill -9 -1 command but the issue remains.

PopOS isn't supported by the Ubuntu community. It's support framework and community are entirely separate from Ubuntu's
