I have an ubuntu 15.10 and I'm unable to upgrade it to 16.04. apt>=1.0.10.2ubuntu2

Hey, this is Neel and I need to upgrade my ubuntu 15.10 to 16.04 because it is being completely unusable and I've not been able to do anything.

The support for Ubuntu 15.10 has ended three years ago. There is still the possibility to upgrade to the next release, but it needs a few tricks.

For diagnostic purposes please provide the output of the following commands:

uname -a
lsb_release -crid
apt-cache policy apt
dpkg -l | grep 1.0.9.10

I was having too many problems with this computer. I decided to purchase a
new PC and trash this PC.

Neel, I made a wrong guess, therefore I need the output of a slightly modified command, what is the output of:

dpkg -l | grep 1.0.10.2

Ok.

Open a terminal window and issue the following commands:

wget http://launchpadlibrarian.net/261456561/apt_1.0.10.2ubuntu3_i386.deb
wget http://launchpadlibrarian.net/261456559/apt-transport-https_1.0.10.2ubuntu3_i386.deb
wget http://launchpadlibrarian.net/261456560/apt-utils_1.0.10.2ubuntu3_i386.deb
wget http://launchpadlibrarian.net/261456562/libapt-inst1.7_1.0.10.2ubuntu3_i386.deb
wget http://launchpadlibrarian.net/261456563/libapt-pkg4.16_1.0.10.2ubuntu3_i386.deb

sudo dpkg --install ./*apt*.deb

Then re-try the release upgrade and report back the results.

(Remark: I meanwhile found a possible explanation for Jim White's comment: He asked an almost identical question a year ago, and it seems that he interpreted my answer to Neel's question as a response to his own question.)
