change IP of mn.archive.ubuntu.com

As a user, it would be helpful to point mn.archive.ubuntu.com to 218.100.84.140 which is IP of mirror.datacenter.mn.
Advantage over current pointing to 91.189.88.x is Mongolia has own peer exchange and users get much higher connection.

For example, my current ISP plan is 3mbps, however among peer exchange we get 30-100mbps connection.

Change it yourself by editing /etc/hosts
Just add the following to the file

218.100.84.140 mn.archive.ubuntu.com
