cd burning permissions why they need root permissions to burn disics and when is going to be fix broke since 16.04 lubuntu

i have all cd burning software for ubuntu and other deb. based distros and none have since 14.04 lts, all say i don't have burning permissions to burn any dics. i belong to the cd users group. why do you have to change cd permissions now its been 3 years and no fix yet why won't cononical fix the issue.
