4.18.0-14 Blank Display After Reboot Instead of Harddrive Decryption Password Prompt on Two Different Laptops

I recently applied the security and other patches for Ubuntu 18.10 on my Dell laptop and the next day on my Toshiba laptop. It required a reboot after the update. The screen booted to the reddish brown background and did nothing else. After a couple of tries, I assumed the prompt was off-screen for the hard-drive decryption password. (I encrypted the hard-drive on both laptops when installing a previous version of Ubuntu.) I entered the password, and the hard-drive seemed to respond. However, the screen never flickered nor changed. It still displayed nothing but the reddish brown background.

Using the Gnu Grub prompt, I was able to launch "Ubuntu, with Linux 4.18.0-14-generic (recovery mode). I activated the network and validated that there were no broken packages. The Dell laptop updated 10 packages. The Toshiba laptop, which received the latest updates the day after the Dell, did not have any packages to update. For both, the "System Summary" is showing only one thing odd "Physical Volumes: not ok (BAD) Volume Groups: ok (good)".

For both laptops, I can use Grub to get to 4.18.0-13-generic, and everything comes up like it should. I noticed that automatic updates apply to 4.18.0-14-generic, but it still fails to boot.

I have a copy of Ubuntu 18.10 on a thumb-drive so I can run Ubuntu on a friend's laptop without impacting my friend's hard-drive or environment. I booted the Toshiba with the thumb-drive and it downloaded the current updates. It had not been used for a couple of months, so there were several. After the updates it rebooted and went to the same reddish-brown screen and sat there. In this case I left it there for several hours to be sure it wasn't trying to do something. Nothing changed. I used Grub to get to 4.18.0-14-generic (recovery mode) and I see the same things as with the other two situations. The one time the screen came up after the recovery mode is when I only displayed the system status and then resumed boot. However, the graphics was very off. I was able to apply same pending patches and reboot, but it still only comes to the reddish-brown screen (like the background of the Cosmic Cuttlefish, but without the graphical drawing of the cuttlefish).

I have tried searching for a bug report, but cannot seem to find anyone having this issue. My "worst case scenario" thought is that those who are having this issue do not know how to get their laptops to boot via Grub, so cannot get to the internet to report the issue. I sincerely doubt this is really the case. However, to have both of my laptops have issues is strange. System details of both laptops are below:

For now I'll keep applying patches as they come out and hope that one of them fixes my issue. If you have any insight on this or a link to more information, it would be greatly appreciated.
