Desktop manager not active error

Hello, need help

Kindly tell me how to activate desktop manager. I keep getting error window constantly popping up on the screen. This is happening on Xubuntu Desktop environment and other desktop environments. Let me know how remove the popup window. A terminal data entry will suffice.
