I am having difficulty using the backup/restore function to restore files from a ubuntu 16.04 LTS installation to a fresh installation of 18.04 LTS. It was so easy in 16.04 What happened?

My backup from 16.04 LTS was to a /Backup file on a thumb drive. In 18.04 LTS the restore function will not accept this same /Backup file to restore files to the new installation. Someone please provide me details about accomplishing this task, which was relatively easy when going from 14.04 LTS to 16.04 LTS.
