Cyrillic layout types Latin letters in Ubuntu 18.04

Since Ubuntu 18.04 (same in updated from 16.04 and fresh installed) input sources Russian / Ukrainian type latin letters. When I open "Keyboard layout" is correct. I found that input source "Russian (Ukraine, standard RSTU)" type correctly Cyrillic but layout it`s strange. It looks like an Ubuntu bug. Does someone found how to fix this problem?
