I am not sure whether an in-place upgrade from Ubuntu 16.10 to 18.04 is possible at all.

The upgrade paths as designed would have been
either 16.04 -> 18.04
or 16.04 -> 16.10 -> 17.04 -> 17.10 -> 18.04 (which, however, would involve upgrading to an unsupported release, which is not possible).

For diagnostic purposes please provide the full output that you receive for the commands:

uname -a
lsb_release -crid
cat -n /etc/update-manager/release-upgrades
do-release-upgrade --version
DEBUG_UPDATE_MANAGER="Y" do-release-upgrade

I suggest you wipe the install off and do a clean install of Bionic. Bionic is LTS and supported until April 2028.

You can restore your user data from your backups

Can you help with this problem?
