ok, the firmware files seem to be correctly available.
I suggest trying something different:

Try changing the configuration of the driver:

Issue the command
echo "options rtl8723be swenc=1 fwlps=0 ips=0 ant_sel=1" | sudo tee /etc/modprobe.d/rtl8723be_options.conf
and restart the system.

If this does not help, issue the command
echo "options rtl8723be swenc=1 fwlps=0 ips=0 ant_sel=2" | sudo tee /etc/modprobe.d/rtl8723be_options.conf
and restart the system.

If this does not help, but creates problems, you can undo these changes with the command
sudo rm /etc/modprobe.d/rtl8723be_options.conf
and a reboot.

Have you rebooted after changing the options?
What is the current output of the commands

cat /etc/modprobe.d/rtl8723be_options.conf
grep -i rtl8723be /etc/modprobe.conf /etc/modprobe.d/*.conf

And - as already written in comment #15 - It could help to see the current output of the wireless troubleshooting procedure.

Can you help with this problem?

Provide an answer of your own, or ask shrikant warake for more information if necessary.
