A direct link from a project to a PPA does not exist.
- Not all projects are related to Ubuntu.
- Not for all projects someone has created a PPA to provide a packaged version for Ubuntu.
- It usually is outside the area of influence of the persons responsible for a project, whether somebody creates a PPA with that software (unless they do it themselves).
- There can be no PPA with a certain piece of software, or one, or several PPAs, ...

The only thing possible is searching whether there are PPAs containing certain software:

Open the page https://launchpad.net/ubuntu and click the link 'Personal Package Archives' in the top right corner.
On the page that opens enter the search term and press the 'Search' button.

Or construct a web address like this:
https://launchpad.net/ubuntu/+ppas?name_filter=burg

(Remark: For some projects the responsible persons have put a link on their home page, pointing to a PPA which they recommend, but most project do not have this.)
