Ubuntu 16.04 apt update does not have a Release file

I can't install anything to ubuntu server and can't update it. My sources.list and other commands output is below. How can i fix it ?

I assume that this may have been a temporary network problem.

If you re-try the command "sudo apt update" three times in a row, do you still get the same error messages?

Do you use a web proxy for internet access?

Have you tried changing to a different mirror server?

I tried 5 different mirrors, all servers same. I'm not sure about web proxy because i don't have control of network in front of my servers.
