Cannot detect native host connector in Ubuntu 18.04

Trying to move the location of the notification panel in Ubuntu 18.04. I get to the step where "unable to detect native host connector" is reported. Instruction is to run <sudo apt-get install chrome-gnome-shell> in Terminal but this just gets report that latest version is already installed. What can I do to overcome this problem?
