sudo apt-get dist-upgrade reports 0 to upgrade 14.04-5 64bit

My xubuntu is not wanting to dist-upgrade
I've checked /etc/apt
everything points to allowing upgrade to latest LTS version
sudo apt-get dist-upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

ideas?

For diagnostic purposes please provide the output of the following commands:

uname -a
lsb_release -crid
sudo apt-get update
cat -n /etc/apt/sources.list

I gave up and clean installed bionic over trusty

All my sources had pointed to trusty

5 deb http://ca.archive.ubuntu.com/ubuntu/ trusty main restricted
