After updating on ubuntu 18.10 can't access to D-link switches (1210-28ME) via telnet or web. Telnet saying "connection refused". Other D-link switches accessible via telnet or web. How can I solve this problem, it's very important! It doesn't depend on switch firmware and it doesn't need special driver. It's accessible through telnet doesn't work. I haven't found any restriction in apparmor. Tried clean ubuntu 18.10 from liveCD, it has the same problem. Can't access D-Link 1210-28/ME via telnet other D-Link switches works fine. I have no errors about hardware on my PC.

Do you have a local firewall blocking the outgoing traffic on your PC?

This may indicate that there is a restriction set on the D-Link switch which does not allow access from your system.
Have you verified whether there is some setting in the D-link switch that might block your access?

Firewall doesn't blocking outgoing traffic including telnet. There is no restriction to access switches from my PC. In ubuntu 18.04 was every thing fine. Hardware and restrictions on switches didn't change. I don't know why it happens only with D-Link 1210-28/ME, other D-Link switches works as before update to 18.10.

What happens if you run a live system with Ubuntu 18.04 from this computer?
Does it work then?

If you use PuTTY instead of the terminal based client is it OK in 18.10?

I t doesn't matter what client I use for telnet. Terminal based and SecureCRT(in 18.04 it works too and no changes made in config) doesn't connect to D-Link 1210-28/ME.

No config were changed and no hardware changed. Just updated from 18.04 to 18.10.
