Upgraded to 18.04 now computer is dead on What's New screen

Upgraded from 16.04.4 to 18.04.1 LTS. Got some errors along the way. At the end, said the computer may be in an unstable state. Desktop came up, then the What's new in Ubuntu. Clicked on Next and that's where it is.

Now WTF?

Dell Inspiron 1526 laptop.

If you boot an older kernel is it OK?
Did you install any proprietary video drivers?
