Thunderbolt not detected in GNOME settings

I am running Ubuntu 18.10 on a Dell XPS 13 9350. I have a TB16 Thunderbolt 3 dock.

Previously, I was able to connect a monitor to the dock, and the dock to my computer. I was able to use the GNOME settings for devices and the dock was detected, and I was able to connect to the monitor through the dock.

At some point I accidentally clicked 'forget this device' on the GNOME settings for the dock, and now whenever I connect the dock to my computer, it is not recognized and the settings interface shows no devices.

However, running lspci shows the device,

Additionally, all of the thunderbolt settings in the BIOS menu are enabled, and set to require no security.

How do I reconnect the dock?

Updating to 18.10 from 18.04.1 did not fix the issue.
