HP laptops - Battery capacity always reported as 100%

Battery capacity always reported as 100% by upower command in Ubuntu 16.04 LTS - 4.15.0-36-generic (tested with older kernels as well).
HP Support Assistant utility detects the correct capacity in Windows.
