Every mode in ubuntu in safe :0)
Indeed you can use the second option while booting , just in case there was an improper shutdown.

when you boot grub options will open if you press esc key then choose the second option that is recovery mode in windows terms safe mode of ubuntu...

im in the military and a friend gave me his old computer before he deployed and he did not give me the user name and password to the computer. so i cant get on the computer and i know nothing about ubuntu. i need help to recover the information so i can log on

In GRUB, select Recovery Mode. When the system is up and running in single user mode, type

passwd username

where username is the name of your user (list the contents of the /home directory (give ls /home command) to see your username.)
