move a launcher in the dock - Ubuntu 18.04

I have a launcher for virtual machine on desktop, with Ubuntu 16.04 I can drag&drop to the dock, with 18.04 it's not working.
How to move the launcher to the dock???

Long press and hold, it will then move. This is how it has always been.

This was ok before 18.04, now it's not working.

I can add an application to the dock with drag&drop, in my case it's not an
application but an icon on the desktop that act as a launcher for a virtual
machine. In ubuntu 16.04 with drag&drop I was able to move the launcher to
the dock, now it's no more working.
