Using DejaDup to restore 16.04 backup on 18.04 fails

I performed a full backup of my 16.04 system using deja-dup. When I try restore the backup on a fresh install of 18.04 also using deja-dupe, I was prompted by deja-dupe to load duplicity and python-gi. I accepted to do so and attempted the restore process which failed immediately, "No backups to restore".

Additional details:
My 16.04 backup is encrypted
I rebooted my 18.04 machine after installing duplicity and python-gi
The only message I found in my logs that seemed vaguely applicable, "mkdir failed on directory /var/cache/samba: Permission denied". Previous message in logs was, "Successfully activated service 'org.gname.DejaDup'"
I checked to ensure deja-dup was pointing to the correct HD and directory path

I have searched Ubuntu Community Support, AskUbuntu and general web searches but unable to find a solution.
