This shows that there are completely wrong contents of that file.

The configuration file /etc/apt/source.list and the files in the directory /etc/apt/source.list.d/ have to contain links to the repositories where the package management can download packages.

Your /etc/apt/sources.list.d/whatsie.list file does not contain a link to the repository but a complete description of the package. This is nonsense.

Try the following:

Open a terminal window and execute the following commands:

sudo rm /etc/apt/sources.list.d/whatsie.list

echo "deb https://dl.bintray.com/aluxian/deb stable main" | sudo tee -a /etc/apt/sources.list.d/whatsie.list

cat /etc/apt/sources.list.d/whatsie.list

sudo apt-get update

and finally copy paste all output from this terminal window back into this question document that we can check the results.
