Support for Ubuntu 11.04 has ended more than five years ago. The software repositories have been removed, and this is why "apt-get update" fails now.

You have to switch to a supported release e.g. Ubuntu 18.04 LTS with support until the year 2023.

I suggest you wipe the install off and do a clean install of Bionic
