I am sure that th program is installed, but you have to be aware that it was renamed to "Ubuntu Software".

if you do not find it by entering "Software" in the search box that opens after pressing the "Super" key (the one that usually has a Windows logo on it), you should still be able to start it the following way:

Open a terminal window (e.g. by simultaneously pressing ctrl-alt-t) and issue the command
gnome-software

I have tried your suggested remedy, but to no avail.
The problems began after I had to replace the failed HDD in my computer with an SSD.
I loaded the new SSD with ubuntu 16.04 from a DVD, off line.
When I eventually went on-line and checked for ubuntu updates, the response was :- "Your computer is up to date"
But because the DVD is some two years old, I expected some 500 or more GB's of updates, but no go?

If you could help further, I would appreciate it.

For diagnostic purposes proceed as follows:

Open a terminal window (e.g. by simultaneously pressing ctrl-alt-t) and issue the commands

uname -a
lsb_release -crid
cat /etc/apt/sources.list
sudo apt-get update

Then use the terminal window's menu entries "edit - select all" and "edit - copy" and finally paste all output into this question document.
