When attempting to reinstall Ubuntu 18.04 for the 3rd time,I get "no root file found" error

After installing and reinstalling Ubuntu 18.04 (3) times after the system kept crashing, I attempted a 4th reinstall and have the same problem described in this video, no root file found and there are not selection options ( menus greyed out)
Should I reformat my Hard dirve and start all over?
This is a continuation of my question 670521
how do I create a Ubuntu 18.04 boot repair disk?
It turns out that I don't need a boot disk but am attempting to reinstall 18.04, so far with no luck
