ubuntu 18.04 nvidia periodic boot crash

After updating to 18.04 about 30% of system boots failed with the framebuffer image damabe (see https://s22.postimg.cc/wst0ujb01/IMG_20180617_185131.jpg).
xorg contains error also [ 52.800] (EE) NVIDIA(GPU-0): Failed to initialize the NVIDIA GPU at PCI:1:0:0.
Driver version 390.48
I have GF108 [GeForce GT 430]
GRUB_CMDLINE_LINUX_DEFAULT="" (without quiet splash)
To where I should report a bug or what to do to fix it?

Have you tested your RAM using Memtest86 from GRUB?
Do you have the latest BIOS?

Yes it is latest and i tested. It was working fine with ubuntu 17.10 and all previous versions, my system 8 years old.
It start happening just after upgrade.
I suppose it is nvidia driver/kernel bug, possibly only with old nvidia cards.

So what? Seems this is issue of kernel+nvidia driver. Image damages right after "Loading nvidia persistence ..."
