Settings lost after reboot of 18.04

Not really sure where to start. After i restarted the computer this morning, i got a changed desktop. As there are several things changed, i list those i have discovered so far, they seem to be connected.

- The background picture i have sat is replaced by the default
- the language and region support does not work. I had a nice little keyboard switcher to switch between Norwegian and Chinese. in region&language, i can add new Input, but only for the login screen, and even if i add it there, it is automatically removed again.
- my dock bar has changed its position and does not contain the original buttons, but plenty of bullshit like amazon, rythmbox and libreoffice. I can delete those, but they reoccur. Starter i add there, do not survive a logout&login

I wonder if that is connected to that i last Friday installed virt-manager, which created another user in the system.

Suggestions how to fix that are highly appreciated.

Hm, i guess i found it. The file ~/.config/dconf/user suddenly was owned by root. After setting that back to my normal user, logging out and in again, it seems things behave like normal. Sorry for the disturbance, and maybe my writing here helps someone on the right track.

I wonder now a bit who changed the owner.
