Request a free cd?

Seriously though, I have never heard of windows asking who created a particular file, except some browsers ask you to verify that you *know* who created a file and that it is from a trusted source before you download the file. When you download the file, are you saving it, or opening it directly? Try saving it to your hard disk, and then later opening it in whatever iso burning software you have (there are some good freeware ones available on the web).

Otherwise try a different computer, eg. a friends, or school/workplace (get permission, some places don't like big downloads).
