For diagnostic purposes please provide the output of the following commands:

uname -a
lsb_release -crid
dpkg -l | grep ' linux-'

Are you sure that you didn't make a typo error?
The package name probably has to be linux-headers-4.15.0-22 (with an "s" after "header")
